Being the open platform for international cultural exchange, education and investment opportunities.


International Education Fund Ltd. (IEF) was incorporated in New Zealand with the approval of New Zealand Registrar of Companies (Registration No.: AK/1149160) and certified by the Department of Internal Affairs, the Ministry of Foreign Affairs and Trade of New Zealand and the Chinese General Consulate in Auckland. The Director, Mr. Robson Liang, was one of the few licensed immigration advisers being granted full license in Nov 2008. We are the member of New Zealand Association of Migration & Investment (NZAMI) and Sister Cities New Zealand.

IEF is an organization specializing in education, cultural exchange as well as investment opportunities and projects. We focus on people’s success and facilitate people’s opportunities, provide the quality of service to the needs of customers and transform them to match the needs of the society. The core of company, Mr. Robson Liang (Justice of the Peace for New Zealand) and Mr. Shi Wei, are committed to fostering international exchange and cooperation on education, culture and investment.

For education and cultural exchange, IEF works closely with nearly 200 worldwide well-known educational institutions in New Zealand, Australia, U.S.A., U.K., Canada, Switzerland, etc. such as University of Auckland, Massey University and AUT University as their promotion representative. Being a Sino-foreign educational and cultural exchange and collaboration platform, we actively enhance the communication and linkage between Chinese institutes and foreign institutes by various channels such as organizing foreign institutes’ delegation to China. We seek and recommend foreign institutes for Chinese institutes to develop joint education projects and other cultural exchange programs. We provide all necessary coordination services to ensure the projects and programs to be implemented smoothly and successfully.

As the member of Sister Cities New Zealand, IEF is actively liaising different organizations, institutes as well as business sectors in different cities in China and New Zealand in organizing educational & cultural exchange project. The project aims at promoting each other’s culture as well as providing overseas study opportunity for students of all ethnic backgrounds and from families at diverse income level, which embody the principle of educational equality. This will build or strengthen the sister cities relationship of different cities in China and New Zealand.

For investment, IEF promotes various investment opportunities in New Zealand and China. We act as an international exchange platform for linkage between the investors and potential investment projects for the purpose of providing customers with investment and financing consultancy service in the capital market with our expertise. We are also investing in different sectors including properties and agriculture projects and we are looking for further investment or joint investment opportunities together with other investment partners.

IEF has incorporated FESCO Overseas Association New Zealand (FOA NZ). Robson Liang & Shi Wei are the Executive Director of FOA. FOA NZ is committed to fostering the exchange and collaboration between China and New Zealand in the cultural, educational, technological and investment aspects through the network and support of FOA & Beijing Foreign Enterprise Service Co., Ltd. (FESCO), which is complement to the mission statement of IEF.

IEF places client’s interests as our priority. We enjoys an excellent relationship with different governmental departments, public organizations and business & industry community and individuals in New Zealand such as banks, insurance firms, accountants, financial & legal consultants, real estate agents, car dealers, human resources companies, etc. This enables us to provide the best protection and service plan and program and various conveniences that best fits our customers’ needs.

IEF established close relationship with political parties in New Zealand, including Hon Dr. Jonathan Coleman (Minister of Immigration of New Zealand), Hon Pansy Wong (Minister for Ethnic Affairs & Minister of Women's Affairs) and Hon. John Banks (Auckland Mayor). We also have good liaison with Chinese organizations and associations in New Zealand. This enables us to monitor changes in education & immigration regulations & law and understand the up-to-date skills required by New Zealand society & different industries which help our customers achieve their goals in different stages for their education and settlement process.

The Founder and Chairman, Mr. Robson Liang, also established Hong Kong First Telecom Ltd., which was awarded as the exclusive Hong Kong sponsor for the Beijing 2008 Olympic Games Bid Committee.

We foster the educational and cultural collaboration and exchange between Chinese institutes and worldwide institutes such as New Zealand, Australia, Malaysia, Switzerland, etc. Projects include summer camps, winter camps and other short-term study tour, short-term teacher and student exchanges, teacher-training visits, “1+2” or “2+1” Twinning Degree Programme, etc. Besides, by working closely with Sister Cities New Zealand, we will foster the cities of the cooperating institutes to establish the sister cities relationship.

10. Investment Consultant & Financial Planning:
We act as an international exchange platform for linkage between the investors and potential investment projects for the purpose of providing customers with investment and financing consultancy service.

11. Marketing Plan Development for educational Institutes:
We develop tailor-made marketing plan for educational institutes with different budget, needs and target in developing the market in China. Our services include: -

12. Study Publication in China:

This publication provides detailed and updates information to assist readers in choosing ideal study country, applying for school and program in place, and applying for student visa successfully.

13. Signing Ceremony of Educational Cooperation Projects between Kunming and Taranaki:
We organized this event in Kunming by inviting Education Taranaki International (ETI) delegation to visit Kunming on 19-20 May 2006 for the purpose of discussing the possibilities of joint development of educational and cultural projects and teachers & students exchange programs with Kunming institutes. During the signing ceremony, China & NZ institutes signed on the Memorandum of Understanding (MOU) to signify the official launch of collaboration and exchange.
We act as the communication platform for institutes to follow up the projects afterward as well as provide all necessary coordination services to ensure the projects and programs to be implemented smoothly and successfully.

14. “Sunshine Envoy” Educational & Cultural Exchange Program:
In the cause of further promoting cultural and educational exchange between China and New Zealand as well as providing fair overseas study opportunity for students from different ethnic background and families at diverse income level, we are actively cooperating with TV Stations in China and New Zealand to select students from two countries, by assessing on TV Station via a range of performances including talent and skill performance, quiz. The Sunshine Envoys will have short-term study tour to New Zealand or China free of charge.
